Training System and Asset Management Support SME

Under the Range and Training Programs Division (RTPD) within TECOM, Range and Training Area Management (RTAM) identifies, validates, and prioritizes institutional range system requirements to provide a single, integrated program for the Fleet Marine Force (FMF) and Supporting Establishment (SE). The Training System and Asset Management Support SME shall assist the System Support Officer/Responsible Individual (SSO/RI) in the provision of property accountability and life-cycle management for both live training systems and simulators. In addition, provide planning and sustainment support to the SSO/RI to assess live training systems fielding, operation and associated sustainment activities.  The Training System and Asset Management Support SME reports to the Project Manager (PM) and receives work direction from the SSO.   


ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Prepare information briefings and decision documentation, examining the linkages between range and training area live training systems and unit training objectives in order to optimize the utilization of RTAM sponsored assets.
  • Provide subject matter expertise to the government for the development, planning, programming, and execution of RTAM sponsored live range training systems. 
  • Prepare reports, presentations and charts that support Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) requirements analysis for existing and future live training systems.
  • Prepare semiannual training resource gap assessment presentations and reports in support of TECOM live training resources. Gap assessments shall identify areas where shortfalls exist, at all ranges in current live training systems inventories.
  • Provide using units with concept of employment briefs and coordinate the employment of minor training devices such as Portable Infantry Target Systems (PITS), Instrumented Tactical Engagement Simulation System (I-TESS) and Battlefield Effects (BFX).
  • Provide SSO with reports that analyze short term (within one month) live range utilization data and correlate this to range maintenance and sustainability requirements. This data will be utilized by the SSO to strategically plan range maintenance and sustainability.
  • Conduct quarterly inspections of live training systems to include all live ranges, but also includes minor training devices, such as battlefield effects simulators, portable targets, forces on force simulators (ITESS/SESAMS); provide inspection reports.
  • Provide monthly trend analysis reports for live fire ranges to each SSO. Reports shall capture long term live range and training system utilization trends.
  • Provide SSO with reports that analyze live range utilization data and correlate this to range maintenance and sustainability requirements.

  • Assist SSO/RI in the provision of property accountability and life-cycle management for both Ground Training Systems (GTS) and Virtual Training Systems (VTS) assets; conduct quarterly, semi-annual and 100% annual inventories and maintain an annual inventory plan.
  • Prepare documentation for new gear, disposal/DRMO and assist and attend all Government Acceptance Test.
  • Prepare information briefings and decision documentation pertaining to all aspects of the USMC Defense Property Accountability System (DPAS) and Global Combat Support System – Marine Corps (GCSS-MC).
EDUCATION 
  • ​​​​​High school diploma or equivalent required.   
  • Bachelor’s degree preferred.
EXPERIENCE 
  • ​​​​​​Experience as a USMC Staff Non-Commissioned Officer (SNCO) or above preferred.
  • Marine Corps operations/training experience.  
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills, and Abilities
  • Expert level knowledge of Microsoft Office applications (Word, Excel, PowerPoint, Outlook), Adobe, and other media type software. 
  • Knowledge of Marine Corps training systems; both range and simulation systems.
  • Familiarity with DPAS and GCSS-MC; have a detailed understanding of the Custodian Asset Report (CAR) and Consolidated Memorandum Receipt (CMR) for property accountability.
  • Familiarity with all aspects of USMC supply policy and procedures.
  • A wide degree of creativity and latitude is required. 
  • Excellent communication and interpersonal skills.
  • Must be able to work independently with little or no supervision, be exceedingly well organized, flexible. 
  • Strong familiarity with government regulations and directives pertaining to confidentiality, document retention, and project site protocols.
  • Demonstrated ability to perform diverse duties under operating and deadline constraints.
WORKING CONDITIONS 
  • Required to sit or stand for extended periods of time and maintain focus.
  • Required to walk ranges/training areas in harsh weather conditions on a regular basis.
  • Driving on trails and unimproved roads.
  • May be required to lift awkward sized items weighing up to 50 pounds.
  • Work in weather conditions where temperatures exceed 100 degrees.

SPECIAL POSITION NOTATIONS 

  • Occasional travel may be required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • Daily travel in local area during work day (including use of personal vehicle).

SECURITY CLEARANCE  

  • A Secret security clearance is required for this position.

ESTIMATED COMPENSATION 

  • $60,000-$77,000
