Information Operations (IO) Planner MCTOG

Twentynine Palms, CA
The IO Planner is expected to provide expert mission analysis, analytic problem solving, and assessment of information operations; creative use of information systems and information related capabilities (IRC); integration with inter-agency and intelligence community (IC); knowledge of and ability to develop innovative concepts to counter adversarial use of information; and significant or key cultural considerations that affect operational and tactical planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • The IO Planner must be able to interact at the MAGTF level to assist in the development of IO planning in support of deployed teams, MAGTFs, and other organizations as needed.
  • The IO Planner will conduct responsive analysis, planning and targeting support to augment designated commands during training, exercises, and deployments and operations.
  • The candidate should demonstrate the ability to review, analyze, and operationalize tactical and operational-level OIE-related directives in support of maneuver elements.
  • They will also assist in the Joint Planning Process (JPP) and Marine Corps Planning Process (MCPP)
  • Planning support focuses by region depending on the situational needs of the Government.
  • This position may require off-site support and periodic CONUS and OCONUS travel.
  • The IO Planner is a Senior level position and candidates must have a thorough understanding of related doctrine, tactics, techniques, and procedures associated with the specified task.
  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations, as well as developing support for related capabilities and their activities.
  EDUCATION 
  • Bachelor's degree plus 8 years total work experience in IO, a master's degree level plus seven years’ work experience in IO planning at the service or joint level, working that support operations with Combatant Commands or Joint Task Forces
  • In lieu of this requirement, 12 years total work experience may be substituted
EXPERIENCE 
  • MOS/Functional Area FA30 (USA), 14F (USAF), or 0510/0520/0550 USMC career field is required.
  • Experience working in Operations in the Information Environment (OIE) related operations.
  • Experience working in MEF Information Group (MIG) or MEF Force Effects Coordination Center (FECC) integrating lethal and non-lethal effects.
  • Experience with network engagement and development or Civil Affairs.
  • Experience writing ASCOPE/PMESI. 
  • Be familiar with, certified in, or have applicable operational/field time experience in: Military Information Support Operations (MISO) / (formerly Psychological Operations (PSYOP))
  • Demonstrated experience working effectively within a task organized working group and expertise with planning, integrating, and coordinating with inter-agency and intelligence community entities.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills, and Abilities
  • Knowledge of military doctrine, tactics, and command relationships at the Joint operational command level.\
  • Knowledge in JOPP, MDMP, and MCPP planning and targeting processes and expertise in developing and accessing tactical and operational level IO plans and orders.
  • Proficient in computer applications such as Microsoft Word, Outlook, Excel, PowerPoint and/or SharePoint.
  •  Provides exercise design expertise to all areas of the MCTOG program.
 WORKING CONDITIONS 
  • Required to sit or stand for extended periods of time and maintain focus.

SPECIAL POSITION NOTATIONS 

  • Occasional travel CONUS/OCONUS may be required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.

SECURITY CLEARANCE ​​​​​​​

  • Secret clearance is required for this position.

ESTIMATED COMPENSATION 

  • $70,000-$140,000
