OIE Doctrine Development

Quantico, VA

Provide support as directed with appropriate OIE activities, DOD service schools, higher headquarters, and other civilian agencies of Government to ensure accuracy and consistency of OIE doctrine.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Support the development of input for MILDEC planning operations in conjunction with MAGTF operations planners.
  • Provide advice, opinions, recommendations, and other non-discretionary services to existing OIE doctrine publications to include Marine Corps, other Service, Joint and Coalition publications that impact USMC OIE doctrine and policy.
  • Provide recommendations on Marine Corps, Joint, Multi-Service, Coalition and Other Government Agencies (OGAs) doctrine, tactics, techniques, and procedures.
  • Analyze, validate, draft modifications, or make recommendations for new policy and doctrine.
  • Conduct liaison with OIE organizations and initiate exchanges of doctrinal information.
  • Participate in conferences and doctrinal exchanges such as in-progress reviews, command decision briefings, doctrine review committees, DOTMLPF working groups, and doctrine conferences hosted by higher headquarters, and other agencies.
  • Analyze and make recommendations regarding the Marine Corps Doctrinal Process and associated processes  for designated doctrinal proponent or executive agent.
  • Review and analyze Marine Corps Orders (MCOs), Directives, publications, bulletins and instructions relating to Marine Corps, other services, Joint, DOD and Coalition - OIE and Information-related doctrine.
  • Review doctrine not specifically related to OIE for any implications on USMC perspective of those fields or relating to the information environment.
  • Develop and submit ad-hoc reports.
  • Provide policy input on the institutionalization of Information as a warfighting function.
EDUCATION
  • MA/MS Degree.
EXPERIENCE
  • Seven + years of experience.
  • Experience regarding doctrine for all IRCs (e.g. MILDEC; OPSEC, PSYOP, SIGMAN etc.); working expertise of the Enterprise Task Management Software Solution (ETMS2), and the MCCLL- including processes to collect, catalogue and archive operational lessons learned.

Required Knowledge, Skills and Abilities
  • Proficient in MS Word, Outlook, Excel, PowerPoint.
WORKING CONDITIONS
  • Required to sit or stand for extended periods of time and maintain focus.
SPECIAL POSITION NOTATIONS
  • ​​​​​May require off-site support and periodic CONUS and OCONUS travel.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
SECURITY CLEARANCE
  • A TS/SCI clearance is required for this position.
