Resource Manager

Quantico, VA

The Resource Manager will provide support to Project Managers with the preparation, coordination, monitoring, and execution of resource actions from program development through budget execution.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide advice, opinions, ideas and other non-discretionary services to program and dollar guidance received from HQMC.
  • Analyze input from staff elements and establish a schedule for logical sequencing and timely accomplishment of program and budget cycles for multiple appropriations.
  • Perform fact-finding, feasibility/efficiency studies, and other non-discretionary analyses of budget estimates and supporting data; provide recommendations to assure compliance with regulatory and legal limitations and restrictions within the major resource programs.
  • Assist and monitor expenditure of budgeted funds through staff coordination and examination of accounting records.
  • Provide advice, opinions, ideas and other non-discretionary services to resource/funding/programmatic changes, and evaluate the effect of cost and program changes on the budget execution process.
  • Perform fact-finding, feasibility/efficiency studies, and other non-discretionary analyses to resolve regular and special budget reports to include: unliquidated obligations, unmatched disbursements, liquidations greater than expenses, commitments not equal to obligations, outstanding travel orders.
  • Assist Government personnel with financial audits and dormant account review.
  • Participate with Government personnel in the monitoring of year-end closing.
  • Monitor budget execution against quarterly benchmarks and recommend adjustments.
  • Monitor travel and training budget execution.
  • Provide analysis of monthly status of funds report and compare data against current-year budget execution.
  • Perform fact-finding, feasibility studies, ‘should cost’ analyses, and other non-discretionary analyses to support  draft justification memorandums for additional funding requirements.
  • Assist in preparation of budget briefings.
  • Develop and submit ad-hoc reports. 
EDUCATION
  • MA/MS degree.
EXPERIENCE
  • Seven + years of experience.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
  • Knowledge of Microsoft suite or similar required.
WORKING CONDITIONS
  • Required to sit or stand for extended periods of time and maintain focus.
SPECIAL POSITION NOTATIONS
  • Occasional travel may be required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
SECURITY CLEARANCE
  • A TS/SCI clearance is required for this position.
