Security Cooperation Resource Specialist

The Security Cooperation Resource Specialist will support the MARFORPAC G5 oversight of security cooperation resource management across the HQ MARFORPAC and the MEFs.

  • Facilitate the ability to plan and request external funding required to enable partner nation engagement and training events with Marine forces in the USINDOPACOM area of responsibility (AoR), and to track the planning, execution, and submission of project close-outs and lessons learned for MARFORPAC security cooperation activities.
  • These services will enable necessary optimized cross-functional actions through all of the lines of effort in the MARFORPAC Campaign Plan, with special emphasis on posture, readiness, and allies and partners.
  • Serve as HQ MARFORPAC’s counterpart to the U.S. Title 10 SC program and Asia Pacific Regional Initiative (APRI) program managers in the USINDOPACOM J55 Security Cooperation division.
  • Provide comprehensive security cooperation planning support to the MARFORPAC G5 Division, International Affairs Branch; to include scope, budget, schedule, and monitoring of security cooperation projects supporting security cooperation initiatives and proposals in coordination with project stakeholders.
  • Responsible for ensuring the appropriate resources are requested, justified, allocated, and maintained to facilitate the successful completion of projects.
  • Coordinate with project stakeholders within the Security Cooperation Community of Interest to facilitate resource planning and execution.
  • Monitor risks associated with security cooperation projects and make recommendations to address issues.
  • Ensure required deliverables are completed on schedule.
  • Assist in the resource analysis, assessment, reporting and technical monitoring (quality assurance) for G5 Division
  • Disseminate relevant governance standards and formats related to financial management to leadership and OHASIS users.
  • Review all OHASIS MARFORPAC submissions and ensure they meet the relevant DoD governance standards applicable to the OHASIS standards
  • Contribute to the development and execution of appropriate MARFORPAC SC plans in support of the MARFORPAC Campaign Plan. Support
  • Bachelor’s degree preferred
  • Successful completion of the Security Cooperation Workforce (SCW) Certification Program preferred
  • Minimum 8 years of specialized experience in Security Cooperation and /or Information Management, and understanding of the Security Cooperation Community of Interest.
  • Possess the proper knowledge and communication skills to conduct formal training in multiple formats (oral, audio/video presentations, practical application, testing, etc.)
  • Proficient in the USMC Security Cooperation Enterprise, Security Cooperation Workforce, and subject(s) to which they are providing the training or management
  • Personnel who have successfully achieved a certification or completed a security cooperation course of study prior to contract award can be determined to have met this requirement, at the Government’s discretion
  • Personnel must have the experience, knowledge, technical, physical, and administrative capabilities to ensure effective performance of the contract
Required Knowledge, Skills and Abilities
  • Thorough understanding of Overseas Humanitarian Assistance Shared Information System (OHASIS - the DoD system of record for strategic SC resource management).
  • Thorough understanding of C2IE, a DoD system of record for strategic SC OAI management).
  • PMP or equivalent experience
  • Advanced proficiency with using Microsoft applications such as Excel, Teams, Words, Power Point, etc., Expert Knowledge of SharePoint
  • Required to sit or stand for extended periods of time and maintain focus.
  • May be required to lift awkward sized items weighing up to 25 pounds.
  • Be able to work an unstable schedule, to include holidays and weekends.
  • Occasional travel may be required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • A TS/SCI clearance required for this position.
  • A valid Passport may be required for this position.
