Fires Analyst- External Elements (EXELMS)

The External Elements (EXELMS) Fires Analyst reports to and receives work direction derivatives from the MSTP Project Manager and the EXELMS Section Head

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Possesses detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and Marine Corps and joint doctrine related to Fires/Effects. 
  • Conducts tactical and operational planning at the conceptual, functional and detailed levels for service and functional component organizations and joint headquarters organizations in the area of emphasis. 
  • Advises and performs the functional responsibilities of event billets that may include but are not limited to General and Joint staff sections for service and functional component headquarters and Joint/Combined Force Headquarters per area of emphasis. 
  • Prepares orders reports, briefs, and planning documents to support event scenario development and higher and adjacent headquarters functions.  On occasion, is expected to prepare lesson plans and seminars.   
  • Performs research of concepts, and plans and conducts analysis of factual data. 
  • Contributes to the development of MSTP policy and SOP within area of emphasis.
  • Participates in and conducts reviews and structured walk-throughs of events, operation orders and plans, and information gathering requirements. 
  • Creates and edits documents, analyzes problem areas, and collaborates on feasible solutions. 
  • Attends conferences and meetings at the resident site and other locations off site.  Leads syndicates and/or working groups within area of emphasis.
  • Performs those duties listed under Military Analyst and is prepared to assume the role of an event OTC to support the MSTP MAGTF Branch when required. 
  • Adjusts work hours and External Elements ESMD billet description as necessary to support fully functional 24 hour continuous operations during events. 
  • In collaboration with MAGTF Branch personnel, observes, provides training, and provides product/process review and after-action feedback to selected elements of MAGTF G-3 Force Fires/Effects section during MSTP supported exercises and events (up to TS/SCI security level). 
  • Screens and reviews TS/SCI intelligence from exercise audience SCIFs for possible inclusion/injection into the Exercise Audience Targeting/Effects Boards and Targeting/Effects Working Groups during MSTP supported exercises. 
  • Coordinates with Exercise Controllers, the on-site SSO and SIO prior to including/injecting any information obtained within the SCIF into or from MSTP supported exercises. 
  • Reviews, revises, writes, and provides comments on Marine Corps and joint doctrine documents, best practices, and TTP not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).
  • Performs responsibilities associated with government counterparts. 
  • Perform other related duties incidental to the work described.

EDUCATION

  • Bachelor's degree is required.
  • Attendance at Intermediate Level School (e.g. Marine Corps CSC or completion of equivalent nonresident course) is required.  Attendance at SAW or Top Level School is preferred.

EXPERIENCE

  • Minimum eight years of operational experience in deployment and employment of ground combat, aviation, supporting arms, or combat service support units and related equipment and C2 methods and systems at the Joint/Combined Headquarters level. 
  • Minimum three years of training and education experience in military doctrine, tactics, or planning. 
  • Direct experience in real world contingency operations is desired.

WORKING CONDITIONS

  • Required to sit for extended periods of time and maintain focus
  • Daily travel in local area during work day (including use of personal vehicle)
  • Be able to work an unstable schedule, to include holidays and weekends.

SPECIAL POSITION NOTATIONS

  • Requires 10% - 20% travel – both CONUS and OCONUS.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • Occasional travel in local area during work day (including use of personal vehicle).

SECURITY CLEARANCE

  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
