Exercise Intelligence Cell (EIC) Collections Analyst (Deputy EIC Lead)

The Exercise Intelligence Cell (EIC) Collections Analyst (Deputy Lead) reports to the MSTP Program Manager and receives work direction derivatives from the EIC Lead and the Adversary Force (ADFOR) Section Head.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Assist Exercise Intelligence Cell (EIC) Lead to plan, direct, and execute Exercise Intelligence Cell (EIC) operations.
  • Operates and supervises intelligence model/simulation during an event. 
  • Provides analysis of a functional area (e.g., MAGTF organic intelligence collections) and identifies strengths and weaknesses as they occur during an event, model, or simulation. 
  • Understands model capabilities and suggests solutions as required to accurately replicate training unit collection plan and Joint ISR capabilities. 
  • Attend exercise planning conferences and working groups and develop intelligence related Exercise Agreement enclosures.
  • As required to support Training Audience TS/SCI training requirements, develop EIC adjunct capability / SCIF based manning, workspace, information technology, personnel and capability augmentation requirements; as well as SCIF based intelligence inject delivery procedures and supporting architecture.
  • Coordinate with exercise training audience intelligence planners in development of intelligence training goals / objectives and intelligence related Storylines.
  • Coordinate with Storyline and Master Events Scenario List proponents in planning, developing, and injecting exercise intelligence injects supporting “non-intelligence” storylines.
  • Participate in review and analysis of Training Audience intelligence exercise products at the resident site and other locations. 
  • Analyze feasibility of training audience Intelligence Collection and Dissemination Plans; identify potential problem areas and solutions.
  • Determine EIC exercise logistical support requirements and coordinate requirements with support personnel.
  • Train EIC augments and Subordinate Unit Response Cell intelligence personnel in the following areas: Exercise Design and Construct, Exercise Scenario, Exercise intelligence collection assets, Training Audience objectives/goals, Training Audience Concept of Operations, ADFOR Concept of Operations, exercise Storylines, EIC tasks / functions / exercise procedures.
  • Supervise development and delivery of exercise intelligence injects based on Training Audience intelligence collection activities in the simulation application.
  • Supervise development and delivery of exercise intelligence injects based on simulated/scripted activity by national, theater, other service, coalition, and other “non-organic” Training audience entities.
  • Coordinate selected scripted Intelligence Injects with Exercise Control, Adversary Force, and functional area exercise controllers prior to delivery to the Training Audience.
  • Screen and review TS/SCI materials and Training Audience desired TS/SCI injects for possible sanitization and/or TS/SCI level inclusion/injection during MSTP supported exercises. 
  • Coordinate with on-site SSO and SIO prior to including/injecting TS/SCI or sanitized information developed within a SCIF during MSTP supported exercises. 
  • As required, assist in reviewing classified material (TS/SCI or lower) and recommending sanitization or downgrade of material for use in events, models, simulations, demonstrations, reports, and briefings. 
  • Provide intelligence functional area Observer Trainers/Controllers with status of intelligence injects and other EIC activities as required.
  • Provide in-process and after-action feedback on MSTP internal and Training Audience intelligence capabilities/training, products/processes, and exercise performance to Observer Trainer/Controllers and other exercise evaluation personnel.
  • Provide evaluation of simulation application intelligence collection platform performance, capabilities and limitations and suggests solutions to accurately replicate Training Unit and Joint / Combined ISR capabilities.
  • Review, revise, write, and/or provide comments on Marine Corps and joint doctrine documents, best practices, and TTP not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).
  • Adjusts work hours and EIC ESMD billet description as necessary to support fully functional 24 hour continuous operations during events. 
  • Performs responsibilities associated with government counterparts. 
  • Perform other related duties incidental to the work described.
EDUCATION
  • Bachelor's degree is required; major in operations research, computer science, management, military science, or equivalent area is desired.
  • Minimum three years of experience in military training and education. 
  • Attendance at Intermediate Level School such as Marine Corps CSC or completion of equivalent nonresident course required.  Attendance at SAW or Top Level School is preferred.
  • Attendance at MAGTF Intel Officer’s Course, or equivalent, is desired.
EXPERIENCE
  • Minimum six years of operational experience in intelligence operations. 
  • Minimum three years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level as measured by actual operational force employment experience. 
  • Minimum three years of experience in DoD modeling and simulation. 
  • Direct participation in real world operations is desired.
  • Minimum three years of operational intelligence experience within a MAGTF or MAGTF Major Subordinate Command/Element is desired.

Required Knowledge, Skills and Abilities
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.  Able to design and write clear communications and present training programs.
  • Strong analytical and problem solving skills
  • Excellent computer skills required.  Should be proficient in the entire suite of MS Office and have the ability to quickly learn additional systems.  Familiarity with SharePoint and C2PC is desired.
  • Excellent organizational, planning and prioritization skills
  • Excellent interpersonal skills
WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus
  • Daily travel in local area during work day (including use of personal vehicle)
  • Be able to work an unstable schedule, to include holidays and weekends.
SPECIAL POSITION NOTATIONS
  • Requires 10% - 20% travel – both CONUS and OCONUS.
  • Possess current U.S. Government passport.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • Occasional travel in local area during work day (including use of personal vehicle).
SECURITY CLEARANCE
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
