Communications and Information Systems (CIS) Deputy Section Head

The Communications and Information Systems (CIS) Deputy Section Head reports to the Marine Air Ground Task Force (MAGTF) Staff Training Program (MSTP) Program Manager and receives work direction derivatives from the prime contractor’s Site Lead.

  • Provide operations and management support for the MSTP Communications and Information Systems (CIS) section on the MSTP Task Order contract.
  • Oversee the Information Technology (IT) services provided by MSTP in their support to large scale MAGTF training exercises. Responsibilities include:
    • Frequent engagement with Headquarters Marine Corps, Command, Control, Communications and Computers (HQMC C4) and other governing agencies in order to nest MSTP capabilities into the larger Marine Corps Enterprise Network (MCEN) service catalog.
    • Coordination with the customer stakeholders to ensure operational excellence and delivery across the organization.
  • Create (new) and/or modify (existing), and maintain System Security Plans, Access Control Plans, Awareness and Training Plan, Auditing and Accountability Plan, Security Assessment and Authorization Plan, Configuration Management Plan, Contingency Plan and Business Continuity Plan, Identification and Authentication Plan, Incident Response Plan, Maintenance Plan, Media Protection Plan, Physical and Environmental Protection Plan, Planning Plan, Personnel Security Plan, Risk Assessment Plan, Systems and Services Acquisition Plan, System and Communication Protection Plan, System and Information Integrity Plan, Program Management Plan, Document Lifecycle Plan, SharePoint Governance Plan, Network Shared Drive Plan, and others as directed by the government.
  • Create (new) and/or modify (existing), provide, and archive briefs, reports, after actions, and event summaries for Information Technology (IT) and Command and Control (C2) exercise planning, testing, and configuration management.
  • Create (new) and/or modify (existing) IT/C2 policies, procedures, Standard Operating Procedures (SOPs), Tactics, Techniques and Procedures (TTPs), and references.
  • Create (new) and/or modify (existing), and maintain the MSTP change/configuration management plan.
  • Provide functional expertise and administrative support to the MSTP Change Management Board.
  • Generate information and required documentation to support the creation of purchase orders, IT Procurement Request Review/Approval System (ITPRAS) requests, Service Requirements Review Board (SRRB) requests, etc.
  • Prepare and maintain budgeting information for MSTP information system lifecycle sustainment, new projects, software licensing, equipment upgrades, and other operations and maintenance expenditures.
  • Conduct and provide the results of studies, briefings, papers, and status reports on new and emerging communications technology (Commercially Available Off‐the‐Shelf(COTS)/Government Off‐the‐Shelf(GOTS) hardware and/or software) assessing its potential for use within MSTP.
  • Monitor and analyze existing, new, and emerging MCEN data collection and reporting requirements for MSTP's classified and unclassified networks.
  • Develop, recommend and process responses for HQMC C4 data calls, reports, and requests for information such as: Data Center Consolidation Reporting, Legacy Domain Consolidation and Elimination Reporting, etc.
  • Provide MSTP representation for C2 and information systems issues during external agency meetings, working groups, and conferences.
  • Participate in and conduct reviews and structured walkthroughs of events, operation orders and plans, and information gathering requirements.

  • DoD 8570.1-M IAT Level II or higher required – Current DoD approved IA baseline certification (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, SSCP); a minimum of one valid Computing Environment (CE)/Operating System (OS) Certificate (i.e. MS Windows Server 2012 R2 Cert, MS Windows 10 cert, a VMware 6.0 Cert); and at least 3 years in IA technology or a related area.

  • At least 15 years of experience in IT, which should include successful experience as an enterprise team lead.
  • Recent hands on experience within Marine Corps or DoD agencies in CIS engineering, architecture design, implementation, and maintenance of enterprise datacenters, systems, sites and services, and infrastructure projects with at least 15 years of recent experience.
  • Enterprise architecture design and implementation experience in server, storage, network infrastructure, VTC, and VOIP.
  • Experience in cabling and wiring systems, fiber infrastructure; configuring and troubleshooting Business Edition Servers, Meeting Servers, UCS Servers, Firepower Management Servers, Dell Servers, Cisco Infrastructure/VOIP/VTC/CUCM, VMware, and Windows client and server OS’s.
  • Working knowledge of DoD STIGs, and IA Vulnerability Management (IAVM).
  • Experience in performing enterprise enhancement planning and execution.
  • Direct participation in real world operations is desired.

Required Knowledge, Skills and Abilities
  • Proficient in MS Word, Outlook, Excel, PowerPoint, Visio, Project, and SharePoint.
  • Excellent interpersonal and communication skills with the ability to interact with others and senior management.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.  Able to design and write clear communications and present training programs.
  • Strong analytical and problem solving skills
  • Excellent organizational, planning and prioritization skills
  • Ability to instinctively adapt, plan, inform and influence
  • Must meet DoD 8570.1‐M Information Assurance workforce program requirements for Information Assurance Technical (IAT) Level II or higher.
  • Must possess and maintain training and certifications sufficient to be granted privileged access to Marine Corps information technology (IT) and information systems (IS) through documented completion of required training and certification.
  • Required to sit for extended periods of time and maintain focus
  • Be able to work an unstable schedule, to include holidays and weekends.
  • Requires 10% - 20% travel – both CONUS and OCONUS – single trips be up to four weeks in duration or longer.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider. 
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the Secret level, and the individual must be read-in for NATO level access.
