Operations in the Information Environment (OIE) Analyst

Quantico, VA
The Operations in the Information Environment Analyst reports to and receives work direction from the Corps Solutions MSTP Project Manager and is supervised daily the Senior Analyst Group Section Head.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Possess detailed and functional knowledge of the Marine Corps and joint/combined planning processes and Marine Corps and joint doctrine related to OIE.
  • Possess detailed and functional knowledge of information related activities as described in the Marine Corps’ concept for operations in the information environment.
  • Possess detailed and functional knowledge of Marine Corps and joint nonlethal capabilities and non-kinetic targeting processes and procedures.
  • Provide focused analysis of the integration of OIE with all other type operations and warfighting functions.
  • Identify OIE strengths and weaknesses as they occur during an exercise event in modeling or simulation. 
  • Assist government counterpart in providing instruction and training to designated staffs in the Marine Corps Planning Process (MCPP).
  • Critique operations orders produced by Training Audiences.
  • Perform Observer Trainer Collector (OTC) duties in support of MSTP exercises.
  • Provide input and participate in Final After Action Reviews.
  • Provide input and participate in Rehearsals of Concept drills and operations orders and operational plans reviews.
  • Plan and prepare lesson plans and facilitate seminars geared toward senior staff members and senior Marine Corps leadership.
  • Perform platform instruction on MSTP approved curriculum.
  • Perform research on OIE concepts and plans and conduct analysis of empirical data.
  • Assist in the preparation of reports, briefs, and other documents that support exercise scenario development.
  • Observe and provide best practices, process reviews, and after-action feedback to selected elements of the MAGTF operating at the TS/SCI security. 
  • Participate in OIE working groups, advocacy boards, and training courses at the TS/SCI security level. 
  • Provide inputs and assist the Site Lead in the development of Final Exercise Reports.
  • Create and edit documents and provide written feedback in accordance with accepted formats and procedures. 
  • Review, write, and provide comments on Marine Corps and joint doctrine documents. 
  • Review classified material and perform derivative classification of classified documents. 
  • Review and revise Marine Corps and joint doctrine documents, best practices, and Tactics Techniques and Procedures (TTPs) not covered by doctrine (e.g., Marine Corps Interim Publications, MSTP Pamphlets).
  • Perform other related duties incidental to the work described.
EDUCATION
  • Graduate of military Intermediate Level School (e.g. Marine Corps Command and Staff College or equivalent) is required.
  • Bachelor's degree or Master’s degree in any discipline is desired.
  • Completion of resident military IO/OIE courses such as USMC IMIOPC/AMIOPC and/or US Army Information Operations Planners Course (AIOPC) and Information Operation Operations Integration Course-Cyberspace Operations (IIC-CO) is desired.
EXPERIENCE
  • Minimum eight years of operational experience planning and conducting information related activities, e.g., OIE, Information Operations, Military Information Support Operations, CYBER Support Team.
  • Minimum three years of demonstrated knowledge of military doctrine, tactics, and command relationships as measured by actual assignment at a Marine Expeditionary Brigade, Marine Expeditionary Force, Higher Headquarters Untied States Marine Corps, or Joint Combatant Command headquarters level. Assignment at other Service level higher headquarters will be considered in lieu of Marine Corps experience.
  • Minimum two years of cumulative training, education, on-the-job training, and assignment to IO/OIE billets.
  • Direct participation in real world contingency operations is desired. 
  • Published authorship of military articles, periodicals, courses of instruction, or other published academic written products related to military science is desired.

WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus.

  • Able to work a flexible or non-standard schedule, to include holidays and weekends.
SPECIAL POSITION NOTATIONS
  • Requires 15% - 25% travel – to include overseas destinations
  • Possess current U.S. government passport.
  • Possess current driver’s license. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • Daily travel in local area during workday (including use of personal vehicle).
SECURITY CLEARANCE
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for NATO secret level access and qualify the incumbent for access to at least the TS-SCI level.
