Facility Security Officer (FSO) / Insider Threat Program Senior Official

Stafford, VA
The FSO / ITPSO develops, implements, and maintains the Company’s Security Program in accordance with the applicable requirements of the National Industrial Security Program Operating Manual (NISPOM). Additionally, the FSO / ITPSO is responsible for implementing and maintain the Company’s Insider Threat Program. The FSO / ITPSO is part of the corporate headquarters staff located in Stafford, VA. The FSO / ITPSOreports to the Chief Executive Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Maintain the Standard Practice Procedures for Security.
  • Maintain the FSO Desktop Procedures.
  • Maintain the Insider Threat Program Policy.
  • Provide expertise and advice to top management regarding security and insider threat matters.
  • Manage and ensure the Company Security Program remains in compliance with the NISPOM.
  • Manage and ensure the Company Insider Threat Program remains in compliance with the NISPOM.
  • Conform to applicable DD-254s—Security Classification Specification.
  • When required, issue flow-down D-254s to subcontractors.
  • Maintain facility clearance and the corresponding records.
  • Maintain Security Clearances of employees.
  • Establish an owning relationship with employees in DISS.
  • Conduct appropriate indoctrinations in accordance with the security education program, applicable DD-254s, and the Insider Threat Program.
  • Conduct briefings as appropriate: Foreign Travel, COMSEC, FGI, NATO, etc.
  • Conduct debriefings as appropriate.
  • Conduct periodic reinvestigations as appropriate.
  • Submit visit requests as appropriate.
  • When required, conduct security clearance validations in support of the recruiting and hiring process.
  • Implement and maintain the security education program and the Insider Threat Program:, Indoctrination training, Annual Refresher training, Newsletters, etc.
  • Report Key Performance Indicators on a monthly basis.
  • Conduct Risk Analysis and develop a forecast report on a semi-annual basis.
  • Conduct Annual Self-inspections utilizing the DCSA Self-inspection Handbook.
  • Conduct Annual Insider Threat self-certifications.
  • Attend security-related training as required.
  • Perform other related duties incidental to the work described.
EDUCATION
  • Bachelor’s degree preferred.
  • Completion of FSO Program Management course via STEPP Training.
  • Completion of the Insider Threat Awareness course via STEPP Training.
  • Completion of the Establishing an Insider Threat Program course via STEPP Training.
  • Completion of Counterintelligence Awareness and Security Brief course via STEPP Training.
EXPERIENCE
  • Three years’ experience as an FSO.
  • Experience as a DISS user. 
  • Experience as a NISS user.

WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus.
SECURITY CLEARANCE
  • A Top Secret security clearance is required for this position.
