Network Engineer

The Network Engineer reports to the MSTP Task Order Project Manager and receives work direction derivatives from the Communications and Information Systems Section Lead.

  • Provide Network and Unified Communications (UC) / Real Time Services (RTS) engineering and support for a United States Marine Corps customer.  Includes:
    • Planning, design, documentation, installation, configuration, testing, operation, and maintenance of the network and unified communications to support day‐to‐day operations and exercises/training events/wargames.
    • Support for a full lifecycle of system planning, acquisition, implementation, operations, enhancement, sustainment, and retirement of IT systems, data, and infrastructure.
  • Works with the Network Lead, IT Lead, IT Branch Head, IT Deputy Branch Head, IT Officer, Information Systems Security Officer, and customer stakeholders to ensure operational excellence and delivery across the organization.
  • Create (new) and/or modify (existing), and maintain operations, maintenance, installation, and training instructions for communications networks.
  • Plan, configure, test, deploy, troubleshoot and maintain Local Area Networks (LANs) and Wide Area Networks (WANs).
  • Install, operate and maintain network boundary defense, monitoring tools, and firewalls on and between different security or network enclaves.
  • Implement Quality of Service (QoS) statements to improve overall network performance of telephony and computer networks.
  • Install, and configure: VoIP technologies; Video Teleconferencing (VTC) technologies; unclassified and classified web conferencing capabilities; extensible Messaging and Presence Protocol (XMPP) and Internet Relay Chat (IRC) chat servers and client application software.
  • Integrate voice, video, Web and other real‐time services, to support collaborative planning and meetings between multiple sites and organizations.
  • Coordinate contract support and maintenance of audio‐visual systems.
  • Communicate effectively with stakeholders and team members.
    • Reports on the status, issues, key activities and any changes to projects.
    • Proactively identifies and communicates risks on projects to ensure they are properly mitigated prior to issues arising.
  • Work collaboratively across the organization to integrate and harmonize the IT deployment and support of IT services.
  • Develop technology roadmaps which accurately represent the current and upcoming IT requirements.
  • Track and report response times, availability, and the uptime of routers, switches, and other Simple Network Management Protocol (SNMP) enabled devices.
  • Install, operate, and maintain Government provided network monitoring such as Orion Networking Performance Monitoring software (Solar Winds) to monitor, detect, diagnose, and resolve performance issues before outages occur.
  • Develop network maps, dashboards, alerts, and reports.
  • Conduct pre‐event testing and evaluation to identify, locate, and resolve network failures to optimize network performance.
  • Develop and maintain cross‐boundary network solutions (e.g., firewalls, access control lists, etc.) between multiple networks or enclaves of various Mission Assurance Categories (MAC) and classification levels to enable the controlled interconnection of training systems, experimental systems, domain services, or coalition partners with MSTP or training audience networks.
  • Support efforts across subject matter experts in various technical domains to ensure overall integrity and consistency of the proposed solutions.
  • Review and analyze the current technology architecture.

  • Cisco Certified Network Associate (CCNA) certification is required.
  • DoD 8570.1-M IAT Level II or higher required – Current DoD approved IA baseline certification (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, SSCP).
  • Recent hands on experience within Marine Corps or DoD agencies in network engineering, architecture design, implementation, and maintenance of enterprise datacenters, systems, sites and services, and infrastructure projects with experience with at least two of the following: EIGRP, MPLS, BGP, VOIP, QoS, and OSPF.
  • Enterprise architecture design and implementation experience in Cisco network infrastructure, CUCM, IM&P, storage area network systems, and Solar Winds. 
  • Knowledge and understanding of TCP/IP network technologies; DNS, DHCP, TFTP, NAT, and SSL.
  • Experience with Cisco ASA Firewall is desired.
  • Working technical knowledge of network switching protocols (STP, CDP, and LLDP); TCP/IP networks and standards (IEEE 802.1).
  • Solid understanding of OSI or TCP/IP model.
  • Experience in cabling and wiring systems, fiber infrastructure; configuring and troubleshooting Business Edition Servers, Meeting Servers, Call Manager and Unified Communications (UC) applications.
  • Working knowledge of DoD STIGs, and IA Vulnerability Management (IAVM).
  • Experience in performing infrastructure enhancement planning and execution.
  • Direct participation in real world operations is desired.
Required Knowledge, Skills and Abilities
  • Systems: Windows Server 2012 R2 and 2016, and Windows 10 Client enterprise environments, Microsoft SQL Server, SolarWinds, CUCM, Cisco Server and Infrastructure.
  • Proficient in MS Word, Outlook, Excel, PowerPoint, Visio, Project, and SharePoint.
  • Excellent interpersonal and communication skills with the ability to interact with others and senior management.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.  Able to design and write clear communications and present training programs.
  • Strong analytical and problem solving skills
  • Excellent organizational, planning and prioritization skills
  • Ability to instinctively adapt, plan, inform and influence
  • Must meet DoD 8570.1‐M Information Assurance workforce program requirements for Information Assurance Technical (IAT) Level II or higher.
  • Must possess and maintain training and certifications sufficient to be granted privileged access to Marine Corps information technology (IT) and information systems (IS) through documented completion of required training and certification.
  • Required to sit for extended periods of time and maintain focus
  • Be able to work an occasionally unstable schedule, to include holidays and weekends.
  • Requires 10% - 20% travel – both CONUS and OCONUS – single trips be up to five weeks in duration
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • Daily travel in local area during work day (including use of personal vehicle).
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
