Operational Planners – I MEF G-3 & G-5

Camp Pendleton, CA
We are looking for multiple Operational Planners of all experience levels from six years to 30 years to work in different billets in the I MEF G-3 and G-5.  The Operational Planner reports to and receives work direction derivatives from the Task Order Lead.  The Operational Planner will perform the following duties:


Current Operations
  • Assist in the design, planning, and coordination of the I MEF Rapid Force Deployment Program (RFD), Continuity of Operations Program (COOP), Crisis Action Program Standard Operating Procedures (CAPSOP), and Personnel Recovery Program (PR) readiness events and exercises.
  • Assist leadership to incorporate Operations Plan/Concept Plan (OPLAN/CONPLAN) requirements and/or theater/service specific priorities/objectives into each exercise/event.
  • Provide SME guidance to the management of the I MEF monthly DRRS evaluation.
  • Assist senior leaders to plan, coordinate, and facilitate RFD, COOP, PR, and CAPSOP conferences, working groups, and meetings.
  • Provide recommendations and analysis regarding I MEF’s Personnel Recovery Plan compliance with HHQ benchmark requirements.
Global Force Management
  • Analyze I MEF’s capacity to provide forces, advise on sourcing solutions and management of force generation for I MEF forces. Participation in Operational Planning Teams and Working Groups are required.
  • Analyze products in support of quarterly Force Synchronization Conference’s (FSC) and Force Management Summit’s (FMS) including Risk-to-Force/Risk-to-Mission, Deployment-to-Dwell, and USMC Risk Matrix analysis.
  • Provide recommendations regarding I MEF alignment of Man-Train-Equip efforts in accordance with higher headquarter requirements and current capabilities and readiness of the units sourced.
  • Provide recommendations for I MEF’s Global Force Management solutions and optimization of manning, training and equipping required forces for deployment as required
Naval Integration/Expeditionary Ops
  • Provide SME support for Expeditionary Operations Cell tasks and the force generation and training of I MEF MEUs, SPMAGTFs, and PBTFs to include support for I MEF Campaign Plan and MAGTF Development Program development, and other planning efforts.
  • Provide SME support for OPLANs and CONPLANs involving I MEF forces, and the same expertise in support of I MEF exercises/events conducted in concert with the U.S. Navy force elements, to include all issues pertaining to forming, equipping, and deploying MEUs, SPMAGTFs, and PBTFs.
  • Assist with the development of ongoing amphibious and expeditionary initiatives at the Service, MEF, and Major Subordinate Command/Element levels.
  • Assist with and provide recommendations for Service level forums which determine amphibious and expeditionary policy and direction (e.g., MEU/Marine Expeditionary Brigade Operational Advisory Groups, Force Synchronization Conferences, and Operations Summits).
  • Assist with the coordination of MEU TSC and Special Operations Forces interoperability events, providing timely information about MEUs to I MEF senior leaders.
  • Provide SME support to I MEF for management of the impacts of technical issues (e.g., ship casualties) with key I MEF personnel, and counterpart U.S. Navy staff members.
MAGTF Warfighting Capability Development
  • Analyze DoD/Service-level direction, doctrine, emerging Naval, Joint and Service concepts, and Commanding General, I MEF’s operational objectives and make recommendations on force development enhancements to I MEF concepts, capabilities, and technologies.
  • Analyze MEF and MEF (Forward)-level strategic and long-range plans and operating concepts, and resource-to-training readiness and make recommendations on staffing of I MEF force development initiatives.
  • Provide SME support for optimization of force formation, manning, training, equipping, and employment.
  • Advise on the planning, coordination, and facilitation of MAGTF Development conferences, working groups, operational planning teams, and meetings.
  • Review and support the execution of OPLANs and CONPLANs, incorporating their requirements/objectives into exercise design and the MAGTF Development Program.
  • Analysis and recommendations for the I MEF Campaign Plan, MAGTF Development Program, PME program, and Training Exercise Employment Plan.
  • Assist in planning and coordinating the quarterly I MEF Campaign Plan Assessment Summits.
  • Mid-Level: Six + years of experience and a BA/BS is required, MA/MS degree preferred.
  • Senior-Level: Twenty (20) + years of experience and a MA/MS degree.
  • Attended Professional Military Education appropriate to rank at time of separation or retirement from the uniformed service. 
  • School of Advanced Warfighting preferred.
  • Experience on a 3 Star or 4 Star staff is desired.
Required Knowledge, Skills and Abilities
  • Strong communications and presentation skills.
  • Have a working knowledge of the Marine Corps and Joint Planning Process.
  • Able to read, write, and communicate effectively in English. 
  • Strong analytical and problem-solving skills.
  • Excellent organizational, planning and prioritization skills.
  • Proficient in computer applications such as Windows and MS Office.
  • Expected to perform independently and exercise good judgment.
  • Required to sit for extended periods of time and maintain focus.
  • Qualification as an authorized company driver is required.
  • All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • Ability to obtain or have a security clearance.
  • 15-25% travel expected.
  • Position expected to begin on or about 22 Jan 2021.
