Operational Planner - Logistics

The Operational Planner reports to and receives work direction derivatives from the Project Manager.  The Operational Planner will perform the following duties: 
ESSENTIAL DUTIES AND RESPONSIBILITIES 
  • Conduct logistical analysis, develop reports, recommend actions, or updates to Campaign Orders, OPLAN/CONPLANs, Execution Orders, plans and policy for MARFORPAC and associated documents for the U.S. Pacific Command (PACOM) AOR. These documents must be of sufficient caliber to facilitate executive level decision making.  
  • Provide analysis and subject matter input on: production, ship planning/loading efforts, including; development of ship's deck load, major equipment assignments, ships' spread load plans, appropriate operational plans, capability sets, mobile loads, container plans, collection of data and visibility on equipment associations, modifications, stock list deficiencies, maintenance variations, and quality assurance with a focus of ensuring Maritime Prepositioning Squadron (MPSRON) readiness, equipment accountability and accurate planning support configuration data. 
  • Assist in the development of ship's deck load, equipment assignments, ships' spread load plans, appropriate operational plans, capability sets, mobile loads, container plans, collection of data and visibility on equipment associations, modifications, stock list deficiencies, maintenance variations, and quality assurance. 
  • Review and provide the Government lead MPSRONs 2 and 3 ammunition requirements, equipment and supply association plans, container packing plans, mobile load plans, armory plans, SL-3 plans, and capability set plans for use during the MMC and during regeneration/reconstitution after employment and deployment of the equipment and supplies in a contingency and/or exercise. 
  • In collaboration with Blount Island Command (BIC), ensure the readiness of Maritime Prepositioning Equipment/Supplies (MPS/E), during download maintenance and re-load by assisting in, planning for, and monitoring the equipment and supplies within MPSRONs 2 and 3. Provide continuous surveillance of process, data, contractor performance tests, and equipment readiness checks. 
  • Participate in service level programmatic efforts that pertain to the development and integration of current and future prepositioning initiatives with Headquarters, U.S. Marine Corps (HQMC). 
EDUCATION AND EXPERIENCE 
  • Fifteen (15) years of experience and a MA/MS degree.  
  • Attended Professional Military Education appropriate to rank at time of separation or retirement from the uniformed service.   
  • School of Advanced Warfighting preferred. 
  • Experience on a 3 Star or 4 Star staff is desired.

Required Knowledge, Skills and Abilities 
  • Strong communications and presentation skills.  
  • Have a working knowledge of the Marine Corps and Joint Planning Process. 
  • Able to read, write, and communicate effectively in English.  
  • Strong analytical and problem-solving skills.
  • Excellent organizational, planning and prioritization skills.
  • Proficient in computer applications such as Windows and MS Office.  
  • Expected to perform independently and exercise good judgment.  
WORKING CONDITIONS 
  • Required to sit for extended periods of time and maintain focus. 
  • Qualification as an authorized company driver is required.
  • All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
SPECIAL POSITION NOTATIONS 
  • Ability to obtain or have a security clearance. 
  • 15-25% travel expected. 
  • Position expected to begin on or about 1 Dec 2020.
