The LNO serves as a Naval Subject Matter Expert (SME) to the U.S. Marine Corps Joint National Training Capability (JNTC) programs.  Naval SME will serve as an exercise designer and coordinate Service efforts to integrate naval storylines for exercise planning / design through all JNTC event execution phases to include the following:

  • The 38th Commandant of the Marine Corps Planning Guidance (CPG) and the Force Design 2030 documents call for the Marine Corps to increase naval integration.  The contractor will provide support to MAGTFTC by increasing naval integration within the JNTC program.
  • Advise USMC JNTC sites on naval integration within the USMC pre-deployment training programs and Service level exercises.
  • Advise MAGTFTC on the Distributed Maritime Concept (DMC), Littoral Operations in a Contested Environment (LOCE), and Expeditionary Advance Base Operations (EABO),
  • Additionally the contractor will support naval integration.  Naval integration enhances the ability of the USMC forces to transition to the new concepts laid out in the CPG.  Support includes coordinating naval expertise to support TECOM’s training missions, capabilities, and programs and resources for the training of Marine Corps forces to operate in a naval campaign.
  • Provide naval expertise and assistance to designated USMC JNTC site for naval integration into exercise design, development, and planning while reviewing and analyzing exercise concepts and plans for the suitability, feasibility, acceptability, technical accuracy, adequacy, and integration of naval units into USMC training exercises/events.
  • Provide relevant and current feedback to exercised unit commanders on naval integration procedures.
  • Coordinate potential naval training opportunities for involvement within USMC JNTC accredited sites and attend JELC events to assist in the planning of training exercises by offering suggestions to the Government regarding the employment of SOF.
  • Serve as a naval unit LNO to USMC units conducting pre-deployment training at designated USMC JNTC site, coordinate and portray the activities of higher, lower, and adjacent naval units during designated exercises while advising TECOM (TECD) and designated USMC JNTC site modeling and simulations centers on naval organizations, capabilities, limitations, and employment(TTPs).
  • Coordinate with designated USMC JNTC site for exercise concepts and plans prior to serving as the naval LNO to exercise USMC, other-Services and multi-national partner units.
  • Perform other related duties incidental to the work described
  • Bachelor’s Degree required.
  • Attendance at a professional military education institution/program (resident/non-resident), such as Naval War College, Command and Staff College, Senior NCO Academy and/or Top Level School.
  • The ideal candidate will be a former Navy O-4 / O-5 or Senior Chief / Master Chief who has experience with naval campaign planning.
  • Experience as an Exercise Designer desired.
Required Knowledge, Skills and Abilities
  • Understanding of TECOM training and education initiatives, policies, and procedures
  • Familiarity with naval integration trends and doctrine
  • Familiarity with current trends and doctrine in use by SOF and the Marine Corps
  • Able to read, write, and communicate effectively in English
  • Able to design and write clear communications and present training programs.
  • Proficient in computer applications such as Windows and MS Office
  • Strong analytical and problem solving skills
  • Excellent organizational, planning and prioritization skills
  • Excellent interpersonal skills
  • Required to sit for extended periods of time and maintain focus
  • Daily travel in local area during work day (including use of personal vehicle)
  • Occasional travel may be required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
  • Daily travel in local area during work day (including use of personal vehicle).
  • A Secret security clearance is required for this position.
