Training & Education Command (TECOM) is responsible to the Deputy Commandant for Combat Development and Integration (DC, CD&I) for the development and sustainment of integrated training systems for the Marine Corps.  Under the Training & Education Capabilities Division within TECOM, the Range and Training Area Management Branch sponsors, develops, executes, and manages the Marine Corps Range Program and represents the interests of Marine Corps training ranges in DOD, inter-Service, and international forums.  RTAM identifies, validates, and prioritizes institutional range system requirements to provide a single, integrated program for POM consideration and then provides the ranges and range systems, training range and airspace management and control services, and associated policies in order to ensure that both the Operating Forces and Supporting Establishment have access to safe, modernized, and well-maintained ranges that support live combat training throughout the training continuum.  TECOM requires contracted support to develop JCIDS capabilities documents and supporting documentation to capture Range and Training Area Management Immersive Training Range Support within the Marine Corps.
  • The JCIDS Analyst will produce and deliver a JCIDS Capability Production Document (CPD) document for USMC Immersive Training Range Support routed through Marine Requirements Oversight Council (MROC) approval.

  • The JCIDS Analyst conducts assessment and develops Plan of Action and Milestones (POA&M).   
  • The JCIDS Analyst shall develop and deliver a POA&M addressing the development of JCIDS documentation products and supporting documentation up to such time as the  JCIDS decision resides with the Marine Corps Requirements Oversight Council (MROC). 
  • The JCIDS Analyst shall develop, support development of, or utilize key JCIDS documents.  Documentation includes, but is not limited to:
    • Integrated Product Team (IPT) Charter
    • Concept of Operations/ Concept of Employment
    • Capabilities developer support to the development of DOD Architecture Framework Products
    • Capabilities developer input for the development of Information Support Plans and Tailored Information Support Plans
  • The JCIDS Analyst shall develop, or support development of briefs, information papers and other products to inform Marine Corps leadership on the concept of the effort and status updates at designated times. 
  • The JCIDS Analyst shall support Marine Corps, Joint, and DoD comment adjudication throughout the staffing process as required.
  • The Training & Readiness Analyst shall provide other reporting and documentation as are requisite to the task activities of this task order such as trip reports, meeting agenda, meeting minutes, and briefs. 
  • All other duties as assigned.
  • Bachelor's Degree Required, Master's Degree Preferred
  • Shall have a knowledge of Marine Corps immersive range training systems.   
  • The JCIDS Analyst will have excellent writing and communications skills. The JCIDS Analyst shall have the ability to write and layout documents, references and source materials appropriate for decision making by senior Marine Corps Leaders.   
  • The JCIDS Analyst shall be familiar with the Marine Corps training and education environment. JCIDS Analyst personnel must be capable of working in a military staff environment that requires coordination both internally and externally with TECOM. 
  • JCIDS Analyst must be familiar with and adhere to established command and staff procedures especially those involving staff coordination and chain of command. 
  • Ten (10) years of Marine Corps experience
Required Knowledge, Skills and Abilities
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English; able to design and write clear communications and present training programs.
  • Expert proficiency in computer applications such as MS Office, Adobe, and other media type software.
  • Strong analytical and problem solving skills.
  • Excellent organizational, planning, and prioritization skills.
  • Excellent interpersonal skills.
  • Demonstrated ability to perform diverse duties operating under deadline constraints.
  • Required to sit for extended periods of time and maintain focus.
  • Daily travel in local area during work day (including use of personal vehicle).
  • Ability to obtain or have a security clearance.
  • Requires 0% - 5% travel.
