MARFORCOM METLs Liaison

All training in the Marine Corps is conducted to prepare units to perform their mission essential tasks.  A unit’s mission essential tasks are compiled into lists called mission essential task lists (METL).  METLs include the readiness requirements metrics and identify the specific training and readiness (T&R) manual events units must accomplish and against which commanders must report every month. Two different, geographically separated organizations are responsible for the creation and update of METLS and T&R manuals, Marine Forces Command (MARFORCOM) in Norfolk, Virginia for METL and Marine Corps Training and Education Command (TECOM) in Quantico, Virginia for T&R.  Although the defense of the nation in general and the readiness reporting system is particular requires close collaboration between these organizations in the creation of METL and the linking of T&R events to the METL to facilitate efficient, effecting training, this collaboration does not occur.  The result has been the creation and update of METLS with no simultaneous update of the linked T&R events.  Hence, units have not known what specific events they must train to prepare to accomplish their METL. This lack of awareness has resulted in wasteful, inefficient training and poor preparation of units for combat. Numerous attempts have been made to facilitate collaboration between MARFORCOM and TECOM to resolve this lack of coordination, but all have foundered because MARFORCOM’s emphasis is responding to desired changes to mission sets communicated from Headquarter Marine Corps and higher, and TECOM’s emphasis on responding to requirements from the operational forces to update training standards subordinate to METL. 
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Facilitate collaboration efforts between MARFORCOM and TECOM for the linkage of T&R events to identified METL
  • Monitor and report METL creation, updates or changes conducted by or on behalf of MARFORCOM The Contractor conducts assessment and develops Plan of Action and Milestones (POA&M).   
  • Support the revision of T&R Manuals for communities that have METL to align with changes to mission sets communicated from Higher Headquarters.
  •  Review the yearly MARADMIN identifying the battlerhythm of ground T&R working groups.  The Contractor shall prepare a Program Planning Milestone Chart (POA&M) to identify when METL Working Group related briefings will be delivered to the T&R Manual Group (TRMG) lead.  The POA&M shall be delivered to the COR and the TECOM Project Lead in August prior to the new fiscal year.  
EDUCATION
  • Bachelors Degree Preferred
EXPERIENCE
  • Shall have a knowledge of Marine Corps training programs and the linkages between Mission Essential Task Lists, and Training & Readiness Manuals.   
  • The contractor will have excellent writing and communications skills. The contractor shall have the ability to write and layout documents, references and source materials appropriate for decision making by senior Marine Corps Leaders.  
  • The contractor shall be familiar with the Marine Corps training and education environment. Contractor personnel must be capable of working in a military staff environment that requires coordination both internally and externally with TECOM. 
  • Contractor personnel must be familiar with and adhere to established command and staff procedures especially those involving staff coordination and chain of command. 
  •  Ten (10) years of Marine Corps experience

WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus.
  • Daily travel in local area during work day (including use of personal vehicle) and multiple trips to/from MARFORCOM in Norfolk, VA.
SPECIAL POSITION NOTATIONS
  • Must have a security clearance.
  • Requires 20% travel.
