ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Coordinate an Interdisciplinary Process Management Team (IPT) to integrate and coordinate all Sustainable Range Program (SRP) planning and management actions. Coordination is conducted with all components; the using unit and other affected agencies and units.
  • Execute the Range and Training Land Program (RTLP) IAW SRP instructions, TC 25-8 (Training Ranges) and AR 350-19 (Army Sustainable Range Program).
  • Review new project requirements for current and future doctrinal compliance. Utilize the Range Managers Tool Kit (RMTK) for developing and documenting new project proposals.
  • Coordinate with the Range Training Land Program (RTLP) Mandatory Center of Expertise (MCX) Government Program Manager on all range modernization design and construction.
  • Utilize the automated Range Complex Master Plan tool to develop the Range Development Plan and Range Complex Master Plan (RCMP). Provide data to agencies to update data bases with current range inventory.
  • Coordinate with ITAM and other agencies to maintain GIS layers in support of Sustainable Range Program (SRP) requirements (Improved Conventional Munitions (ICM), UXO, SDZ, WDZ, LDZ etc.).
  • Integrate range management plans with the Installation Natural Resource Management Plan, ITAM, and other installation plans to ensure future sustainable range complex use.
  • Develop an annual Installation Range Development Plan (RDP), Training Budget (TBUD), and Range Complex Master Plan. The Plans are required to be completed as required by COR. Planning shall include the integration of range plans into other installation plans; such as the Installation Master Plan and Utilities Plan, Environment Management Plans, Installation Compatible Use Zone (ICUZ) studies, Force Modernization/Force Integration studies, and business process reviews.
  • Maintain and operate the most current version of ARC GIS software. Produce ARC GIS map products to support range operations initiatives such as Range Development Tool (RDAP), On Range Ammunition Holding Tool (ORAH), Range Training Events Planning System (TEPS), Laser Range Certification Tool and the Explosives Training Range tool (ETRS).
  • Produce all products required to submit Live Fire training and enabler requirements to the Combat Training Center (CTC) and Sustainable Range Program (SRP) program management reviews.
  • Participate and provide information, reports, and white papers for inclusion in the NTC Master Plan. Attend meetings to discuss future plans to ensure sustainable range plans are integrated with Fort Irwins long range Master Plan.
  • Maintain a consolidated list of Live Mission Essential Requirements (MER) for submittal to program management reviews. The MER list will consist of RTLP facilities, targets, components, and manpower required to support the live training domain at Fort Irwin.
  • All additional duties as assigned.
EDUCATION AND EXPERIENCE
  • Minimum 3 years’ experience in Range planning and modernization.
  • Minimum 3 years’ experience with Range Complex Master Plan tool (RCMPT).
  • Experience with Army Range Requirements Model (ARRM).
  • Minimum 2 years’ experience writing large installation Range Complex Master Plan.
  • Ideal candidate is a former Field Grade Officer in the Armed Forces with extensive range experience.

  • Required to sit for extended periods of time and maintain focus.
